According to the Salvation Army, there are at least 135 beggars in the city, about 60 per cent of whom are homeless. A report by the Salvation Army and the City of Melbourne, released this month, revealed that not only were aggressive beggars using intimidatory tactics, but some were faking terminal illnesses or pregnancy to generate an income.
